With regards this statement:
If you are a journalist registered with Scottish Courts and Tribunals Service
and/or you have a UK Press Card Authority press card, you may use live, text
based forms of communication while observing a hearing, unless the Judge
directs otherwise. You must advise the Tribunal in advance that you plan to
do so and provide evidence of your credentials. Otherwise, if you wish to live
tweet any part of the proceedings you must obtain the permission of the
Tribunal in advance and , if permission is granted , it may be subject to
conditions. The Judge may direct at any time that such communication
cease if the judge considers that it is interfering with the administration of
justice.
The bold bit seems to suggest that thisonly seems to relate to tweeting, not online comments (e.g. posting here).
