Yes it's a condom wrapper, the word in the top corner looks like preservatif which is french for condom.

Sadly I think that is a condom wrapper. Americans used to call them 'preservatives' and that's what's written on it.

Actually, there is a time where it is recommended, but it still doesn't bode well for the OP. Let's say you have a recently separated man who, for the longest time, hasn't been using condoms with his now ex. He might experience some ED when he tries to use them with new partners.
