I don't like to think in a black and white way about bad people. So I think he does love them but ultimately can't see them as anything other than part of him and therefore any disagreeing with him isn't tolerated.

Also, we have zero background on him. Maybe he had a horribly abusive childhood. Maybe his parents behaved in the way he thinks he and Helen should. Doesn't excuse it but could explain it.

Government guidance on how to get parental responsibility.

^If you’re not the mother, you can apply to court to get parental responsibility.

You need to be connected to the child, eg as their father, step-parent or 2nd female parent.^

Here's the form they will have to fill in. It does look remarkably straightforward. For most families this is of course a sensible arrangement but not in this case.

I knew a family where there was a step parent adoption and it was very thorough- the step grandparents were deffo interviewed

Yes I suppose PR is different to adoption, and if you are married and nobody objects, then it is ok to be pretty straightforward. But yes Bertrand - why Henry?!
