I think you're absolutely right. It's politics by shit-posting. It's about ingraining an incredibly toxic us-vs-them tribalism where Trump/Musk/Vance/etc says something appalling, there are widespread legitimate complaints about how appalling that just was, and then the MAGAs can crow about "lol, librul tears" and "TDS!!!???!!" without having to engage in the actual substance.
This keeps the MAGA base distracted and feeling good about themselves by allowing them to look down on the beta cucks who disagree with them and so make themselves think that they're somehow alpha. Meanwhile, Trump and his bunch of sociopathic hangers-on can get on with the real work of completely dismantling the checks and balances that have so far kept presidents from becoming tyrants, and arranging a budget that will give $1trillion in tax breaks to the wealthiest top 1% while gutting the services that millions rely on to live.
Still, I'm sure that when Medicaid finally implodes the red-cap wearers will be told to blame immigrants or something.
