It was cake though, so it may well have just been innocent, more of an - I’m in love with anyone who brings me cake. She over egged the friendly persona to appear like an affable and friendly part of the team. She might have been lamenting to her friends how cringe and embarrassing she was. A bit like when you say Love you instead of goodbye to someone.

When at work or in a professional environment it’s best to stick to the cliche script. Otherwise you risk misunderstandings… and HR involvement.

Ask him, he seemed to think it was really funny, so did his partner, it isn"t about what random people think is "appropriate" it is about getting along with co-workers and creating a good vibe, if the boss thinks it is "appropriate" then it is, it is his company after all?

She gets crushes on people that offer her cake, it is modern social media slang, the boss and the partner just went along to pretend they were hip to the scene.

She turned a perfectly normal remark about cakes on Friday into sexual innuendo. Presumably she is starting as she means to go on and this is the level of interaction she expects with her new boss. Totally inappropriate.
