To hope someone can help me to remember this early 90s cartoon?

I first tried to remember this animated series about 20 years ago, and I think of it every few years but get nowhere. Googling never throws up the right programme, and you're about to realise why: I recall almost nothing about it

Here's what I recall:

CITV
Very early 90s, maybe late 80s but I'm fairly sure it's 90 something.
Theme tune reminded me of Ordinary World by Duran Duran
Animated
Set on an island/group of islands
Opening credits are an aerial view of the island (s)

It is not Charlie Chalk or Cockleshell Bay. It probably wasn't very long-lived.

I'm not holding out much hope, and appreciate that's not much to go on. Please help me to lay this to rest!

Can you remember any of the characters? Were they animals/humans and can you remember the general gist of it at all?

The smoggies?

I really can't remember much at all but that doesn't stop me from really, really wanting to know what it was. If I had to choose, I'd say it was humans.

princess falls off boat- POV is under water looking at boat, she falls down to the depths. She becomes very powerful- she has a necklace that she takes off and throws in the water that then comes back to her- it has superpowers

Can't find it at all but have clear, clear memories of it

Massively unhelpfully I really can't remember anything more than I put in my OP. I am fully aware that this is less than useless.
