I think they already knew the stats were good and would eventually be released and that’s why they started changing the narrative.

As in "only the genuinely disabled people.". They never reply when asked to define the statement.

And those who did will not now be relieved, instead they’ll be claiming the council should have sent it because the advice is reasonable. Despite the advice being as much bullshit as the letter itself…
