You know nothing about competitive swimming. I do, my daughter did it for years.

Racing swimsuits take about 20 minutes to put on. They are tight, to the extreme that you inch them on bit by bit. If you pull too hard, they tear. They are absurdly expensive.

There is NO way Thomas put his suit on under a towel. No way in hell. Physically impossible.

So yes, he exposed himself. His genitals had to be in full view for all the women to see. The women had to be fully naked for the same amount of time to put theirs on in his presence.

I think the behaviour is worse than a male stubborn refusal to admit he's wrong. I genuinely think the behaviour shows someone who enjoys the idea of upsetting women. He even does special italics when he thinks he's upset us, or when he says that we're fragile.
