Ah, but that's the beauty of Scottish hate incidents. No evidence required, surely? Just report that you were offended and they write it down in their little book. They said they would investigate every hate crime, but made no such promise about incidents. These aren't recorded agains the offender, so presumably aren't investigated or prosecuted - but by reporting and recording, Something Has Been Done.
Or possibly not, if the reporting centre doesn't know it's a reporting centre.
In 2021, HM Inspectorate of Constabulary in Scotland found there were 242 centres registered, although in many cases inspectors "found they had either closed, had moved, or staff did not know they were meant to be providing this function".
