Minge does mean that. But a mingebag means someone who is miserable and a spoilsport (especially when it comes to spending money). Although I haven't heard it for a while, but it would be something that someone of Tracy's age would have said when she was younger and sometimes I lapse into teenage slang that no one says anymore. It doesn't have anything to do with fanjos.
