Didn't serena take him just across the border to trap him - he wasn't on diplomatic duty then.

Oh man…Nick…it was so satisfying to see them together…but the HMT writers don’t give you sweet without something to sour it…and the ring appeared…to be fair it could have been a lot worse. It’s nice to see June happy for once (even though it will be fleeting)

Because they were brought to Canada to be arrested There is a difference between a deliberate sting to arrest someone and someone coming for a specific purpose and getting immunity for that reason
