Breeding colonies are for the recalcitrant handmaids. They don't want to punish them automatically. They want the fiction that handmaids choose the service.

I think he's being the bigger man and hoping that June will manipulate her relationship with Nick to get information about Hannah

Ahh thank you. It felt so tense. I wasn’t sure if he was telling her to go back to Gilead.

Luke seems to be testing her, to see if she'd put Nicole in danger to get hold of Hannah.

I read it this way too.

I didn't think Luke was being lovely there, I read it as him testing June to see if she'd risk Nick's safety to get Hannah back. And you could see June wavering on it.

Also love AL, brilliant acting.
