We'll he has done exactly as he wanted for 9 years, down to preparing kit & hiding it, & saying he'll sleep on the sofa as the baby wakes him up, this being your fault obviously !
Then sneaking out at night to play Poker.
The elephant in the room is the Poker of course, he likely has an addiction,
Apparently (so far) he hasn't managed to lose all his salary....but he may have debts.
So when he next says he has a house lined up, say one simple word "Perfect" ....

Don't let him cause you one minute of doubt. And I'd also explain to the DC that he can't see them in your home - that he really does need to arrange to take them somewhere else. Keep it simple and age appropriate - that he lives somewhere else now. Have they ever fallen out with a friend? Explain it on those terms possibly. While he is still coming into your home, he will still be able to mess with your head.
