I would certainly consider it cheating. But I wouldn't end the relationship over it, unless there was other stuff going on.

It depends upon the rules in the relationship. I'd say it's a lapse and a step on the road to infidelity, but not being unfaithful in itself.

I don't think a friendly snog is a mark of infidelity. a meaningful, secret snog with a woman who he really likes/loves is obviously cheating but a drunken friendly/pity festive snog is perfectly fine.

Watch the Darling Buds of May - Pa Larkin was forever snogging his neighbours but it didn't matter because it was blatantly obvious how much he loved Ma and how little the snog meant.
