Not necessarily. He keeps changing his tune. He is banging on about 'democracy' but not actually pushing the 'leave' aspect.
This is despite him saying at the time of the referendum that it was too close to call and a second referendum should be held. He says whatever he thinks will make him the most money as he is in a position to 'bet' on the rise and fall of the markets (he was originally a gold trader). Instability make him, and many in the ERG a fair amount of cash.

But there are 650 constituencies. Nobody thinks at the moment that Greens will win the election even though they have policies and people standing all over the country. The BP doesn't have policies or people ready and able to stand.

And just as nobody went into a coalition with the Greens, because they only have one MP, nobody would go into a coalition with a party which doesn't have any MPs!

Could NF ever become PM? Well, I remember laughing at the thought of Donald Trump attempting to get the party nomination, then being staggered that he got it. I then found the prospect of him contemplating winning the election and becoming POTUS laughable. It couldn't possibly ever happen, I thought.

Actually, the more I think about it, the more fantastic this is as an idea.

If NF actually had to put his money where his mouth is then he’d run for the hills and maybe his devoted followers might wake up and realise they are being played.

He is the 'public' face of Bannon. He has been seen talking with far right groups in the EU and has connections with many that are not likely to be good for the UK. He has cultivated his loud, controversial but not quite over the line policies, dropping UKIP when it started to get too close to the far right for him to be seen associating with them. Obviously has a good team of 'minders' behind him. Why work when you can spout stuff that has a hint of truth but falls apart after any real checking. Posh dinners, a few speeches move on and collect the money. Don't promise anything that might involve proper work. What's not to like?
