Does immunity through prior infection not count in your calculations? Or are we just discarding accepted scientific knowledge now in favour of vaccines (which don't even stop the spread)?
They do help stop the spread.

R0 is a measure of spread when there are no restrictions in place, i.e. what it will be like after 19th July. It is this number that is to be used when calculating the herd immunity threshold

Does this take into account vaccinations? And the fact that many people will continue to wear masks?

Most people wont wear masks or social distance.

France has the right idea, relax restrictions but make proof of vaccination a requirement of entry to hospitality.

We are just doing some sort of mass experiment, which the RoW is looking upon with incredulity.
