The vaccine should be optional.
I am VERY strongly pro vaccination, but forced vaccination has a very bad history. Whenever countries have tried to force vaccination on citizens, it usually results in an increase in anti-vaccination rhetoric---the act of forcing vaccination on people just feeds people's paranoia. The great majority of people who need the vaccine will have it. Add in all the people who will have natural immunity by that point, and there will be more than enough immunity to go round. We don't need every single person to be immune, just most of them.
Stoking anti vax paranoia is something we really really don't need right now. Already, healthcare workers are talking about the fact that we could well see outbreaks of vaccine preventable childhood diseases (measles, pertussis etc.) in the next few years, because the current situation (parents being scared to take kids in for routine vaccines, confusion about whether vaccinations are still going on, the likelihood of a deep recession which will throw a lot of families into chaos) makes it likely that an increased number of young kids are going to end up with patchy vaccination records anyway. A resurgence in the anti vax movement would make the situation far worse.
