Hamas was given money by Qatar, admittedly permitted by Netanyahu. I don’t think it was a ‘long planned’ exercise at all. You could see the shock on Netanyahu’s face after 7/10. It was a catastrophic intelligence failing on his watch.
I do think that elements of Netanyahu’s coalition used it as an excuse for annexation. However, if Trump hadn’t got in, they never would have been allowed to do what they did in Gaza or The West Bank. The cynical here were Hamas who wanted Israel to overreact and then the World to back them.
