How to approach neighbour about 6am screaming…

My neighbour opposite has young children, I sympathise and understand kids that age are going to make noise, it’s just what they do.

However every single weekend for the past 6 months since then moved in (and I imagine most of the summer hols) the neighbour has been letting them play out in the front garden from 6am or getting them in the car and they just scream full pelt non stop.
It’s right opposite my bedroom window, they wake me up and I can’t get back to sleep.
I am absolutely sick of it. They are council tenants can I put in a noise complaint? I have mentioned it to the mother before and she didn’t seem to see the issue using the excuse they’re little.

This morning it was from 5.45am.

I am asking because a noise complaint would do nothing if a private tenant or own the home, but as they are council would a noise complaint make the council actually do something about it?

Of course you’re not being unreasonable. No decent person lets their children play outside at 5.45am unless they live on a farm.

Do they actually scream?

I always see social media and MN posters about adults "screaming at" them, and children "screaming non stop for hours" but in my experience anyone actually screaming is a very brief and rare thing.

A child who screamed full pelt non stop would have a very sore throat indeed and be exhausted after a bit.

So I assume the screaming is hyperbole.

How noisy are they actually, if you describe it objectively without exaggeration?

The reason I ask is because if you own your property, you have to report disputes with neighbours when it's time to sell.

I would just blast out opera music as loud as possible, 20 minutes after she puts them to bed - she'll get the message soon enough.

Trust me, I nearly shouted out the window this morning. I am loosing my patience. I understand kids make noise, I wouldn’t have an issue if it was from 8am but 5.45am is taking the piss. She goes to smoke in the front garden and I am guessing they are following her outside when she does. Just wish she’d keep them quiet.

Take her some homemade cakes and just speak to her and explain

Yes it’s actual screaming, sometimes crying but a high pitched walling sound. It lasts about 10-20 minutes and then goes quiet but by then I am wide awake.

I sympathise with you. We suffered this on a campsite recently, as soon as it was light the toddlers started screaming, both in play and in anger.
The parents made no attempt to quiet them or play with them.
I was so pleased when they moved on after a week.
It must be so difficult for you but I can’t imagine that there is any action that you can take to stop it.

I don’t care what people’s arrangements are for paying for the place in which they live, but children making noise outside at that time of the morning is unacceptable and very antisocial, especially at a weekend. I’m not sure there’s much you can do though, other than mitigate the problem yourself with earplugs. My eldest was always very loud when he was playing on the trampoline, so he was only allowed to play on it for short periods at reasonable hours. And even then, if the noise got ridiculous I brought him in. I wanted to maintain good relations with my neighbours. Some people don’t give a shit.

Noise from children is usually protected from being classed as a noise nuisance, although if it's before 7am it has a greater chance of being considered as such.

Personally I don't think a complaint will go anywhere.

As a council tenant she could be evicted for anti-social behaviour but the bar for that is quite high, especially if there are children involved.

Maybe I'm wrong, but if you own your property you'll have a neighbour dispute to declare and no change if I'm right.

From what I understand councils and local authorities do not act against noise complaints when it involves noise from children.... thankfully.

I know you catch more flies with honey than with vinegar, but the idea of going to the trouble to bake homemade cakes for the person who's causing you grief just galls me. No, I'd be making no cakes for her and her screaming children!

Complain, but prepare for disappointment. She doesn't see anything wrong with allowing her children to wake you early, and it seems unlikely anything substantive will be done to make her care, unfortunately.

These are deeply inconsiderate people, OP. I wouldn't worry about complaining or speaking up, since they aren't worried about offending or disrupting you.

Open the window and shout 'shut the fuck up'. Hopefully that should do the trick.

Them being council tenants is irrelevant.
We're quite wealthy and so are my neighbours but had enough of them last weekend and told them to 'shut the fuck up' last weekend when we and half the road had enough of them.
Not heard from them since and don't care.
