How to approach neighbour about 6am screaming…

My neighbour opposite has young children, I sympathise and understand kids that age are going to make noise, it’s just what they do.

However every single weekend for the past 6 months since then moved in (and I imagine most of the summer hols) the neighbour has been letting them play out in the front garden from 6am or getting them in the car and they just scream full pelt non stop.
It’s right opposite my bedroom window, they wake me up and I can’t get back to sleep.
I am absolutely sick of it. They are council tenants can I put in a noise complaint? I have mentioned it to the mother before and she didn’t seem to see the issue using the excuse they’re little. Angry

This morning it was from 5.45am.

but turns out 10-20 mins whilst the mother is having a fag and involves crying too.

i can understand your distress but i don't think screaming children is considered actionable noise nuisance by the council because it's considered general household noise.Do you have any welfare concerns about the children?

I think at 5:45 am it would be considered a noise nuisance? I’d certainly be reporting, probably to social services as well as the council. It’s shit parenting.

I think parents have a responsibility to ensure their children keep as quiet as possible before at least 8am, maybe 9am on weekends. It’s not always possible but the effort should be there. It’s just courtesy to your neighbours. I’d make a noise complaint- if she’s not bothered after one complaint she won’t care if you’re upset imo.

Do you know what time the kids go to bed?

let them be in bed for about 30 minutes then go to your front or back garden-depending where their room is- and make as much noise as you can for 10 minutes. Always on a school night.

If you prefer, put loud rap music on your adjoining wall.

Wait 20 minutes...enough time for them to settle down and then as much noise as you can make for 15 minutes.

Rinse and repeat for three hours.

You've tried talking. It hasn't worked. She is relying on the fact that you are a civilised person who will let a Yahoo walk all over you.

Give her a taste of her medicine. Even if it doesn't work, at least you will know that she isn't getting off scott free because she shouldn't.

If they are council tenants then the first year they have to be on their best behavior as can be chucked thrown out the house for any little thing so I’d be ringing and emailing the council DAILY until something is done about this

I'd probably just get ear plugs - Loop ones are quite comfortable to wear and will block enough noise for you to get back to sleep. Yes, you shouldn't be having to deal with their self centred attitude to early mornings but sometimes take the pragmatic approach. If you want to get things going, maybe get a megaphone and blast out on that "Can you keep the noise down please". They are about £20 from Amazon.

She's up about 6.30am, she sleeps in the same room as her parents so that's why she is up until they are. She cries at the drop of a hat, I mean, I know she is of the age where she's pushing boundaries and getting upset if doesn't get her own way but it's over nothing most of the time. Just wails. I think that's a lot with being very tired.

It's hideous, honestly! I know it's not the fault of the child but the parents but I honestly dislike them all immensely. I feel sorry for her teachers come Sept and for the girl herself.

Wow, sleeping in the same room as her parents at 4? Does she even have her own room? It all sounds well dodgy. I would contact SS.

I honestly dont think childrens screaming is actionable noise nuisance at any hour. My neighbours baby screams from midnight to 3 am. i think it a collicky baby and it will pass rather than "shit parenting"
I did ask the op if there were any safeguarding concerns?

I sympathise with you. We suffered this on a campsite recently, as soon as it was light the toddlers started screaming, both in play and in anger.
The parents made no attempt to quiet them or play with them.
I was so pleased when they moved on after a week.
It must be so difficult for you but I can’t imagine that there is any action that you can take to stop it.

We also had the cunt group of parents last year that let their very young children play outside their tents at 5.30am with the pull along carts they have to move your stuff. They were pulling them up the hill and then pulling them down with 2/3 children in laughing and screaming. Honestly, 2 early mornings of that, not only disturbing us but making me think the tent was going to get crashed into and I was ready to lamp one of the twat parents. 🤬

Before having kids myself I would have thought this was completely unreasonable.

Now I have my own young kids and they are early risers, I can empathise with your neighbour for letting them out earlier than others would deem reasonable, especially during these heatwaves when the house is hot. I let mine play in the garden from 6am if they want to be out there, but I don't let them scream constantly! They do of course have moments of getting overexcited though and shout/exclaim, which I feel guilty about and I remind them to play quietly.

Your neighbour lost my empathy when you said she was a smoker though, as I think smoking is abhorrent in itself but doing around children is absolutely inexcusable. If she doesn't have any regard for her own or her children's health, I highly doubt she'd be remotely concerned about disturbing her neighbours.

In terms of a short term fix though, get yourself a noise machine! Even though our kids sleep in their own room now we still have a noise machine in our room to block out the noise of the neighbourhood dog barks, cat screeching, milkman round and the neighbours setting off to work early/returning home after nightshifts. Means you can have your window open in summer to enjoy the breeze but not be disturbed so easily.

How do you think all the millions of other parents managed without terrorising our neighbours with noise pollution? You are so selfish,

OP, is it really screaming?
I really think that you should invest in earplugs.
One of my friends is having a very difficult time with neighbours who are complaining about her noisy children.
Chilldren make noise and that is very different to screaming.
As another poster pointed out, children don't have the capacity for ongoing screaming.

You're talking as if no-one on this thread has their own children. We know children make noise, we have our own kids. My DC were never allowed to scream anywhere, whether out playing in the street or the garden. They could shout, laugh, yell whatever but not that high pitched screaming that lots of kids seem to do nowadays. As for early morning 6am screaming, come on now, you must know how utterly selfish that is.

Whether or not rhe children are actually screaming or just playing loudly, I don’t think it’s ever ok to let your children play outside until at least 9 am at the weekend. I would definitely speak to the mother again and if she doesn’t stop the children from making so much noise, I would report them to the landlord and the Council’s noise team.

I'd go further than those times. Growing up we were always brought indoors if screaming or shouting too much in the garden, out of consideration for the neighbours. My partner and my friends experienced the same. Consideration for others in this country in so many ways has gone out the window.

People like this I can only hope they experience the same noise when they are older. Then they may realise actually it's blooming horrible.

You should be able to make a complaint to the council about the noise regardless of whether this family are council tenants or not. I don’t know how much the council could or would do about it though. It would piss me off too btw. Not saying my kids have never made a noise or been annoying but I wouldn’t let them play outside at 6am.

A colicky baby is very different to turfing kids out in the garden at 5:45am because you’re a lazy neglectful parent.

You know, laying down rules and boundaries…..explaining to the child that we are considerate of others who may still be sleeping so we don’t go outside until 9am and even then we’re not screaming loudly like a banshee. It’s not rocket science. Otherwise you risk raising kids who grow into horrible teens/adults who don’t give a shit about anyone. Not the sort of child I want to raise.

She's not turning them out though - the OP said that sometimes she's woken by the noisy children being put in the car -presumably because their mother is dropping them at childcare on her way to work - and sometimes the children follow their mother when she goes outside to smoke and cry or whine for ten minutes (not condoning smoking, but it's not the same as turfing them out).

I totally agree it's annoying, but there's also a lot of hyperbole (including in the OP, mitigated a bit in her follow ups) and not actually reading what's written.

No you can’t, noise from screaming children is exempt. You could try speaking to them very nicely at most.

We dont know the reason the children are noisy(could be a health issue or special needs) ,it may not be lazy,neglectful parenting. 7am is the am start for actionable unreasonable noise but childrens crying or screaming is not generally actionable.Unless they older children and doing it to harasss you specifically or you think there is a welfare concern.

So why doesn't the mum, upon hearing the crying and whining, ask them to be quiet? It's 6am.

Surely this is the issue?
