So my neighbour pees in his garden everyday instead of using his toilet his garden is right Infront of our front door I walked out at 8 in the morning to take my 7year old daughter to breakfast club and got a full view of his penis in his hand because he has gaps in his fence I did kick off on him and let him know my daughter was with me and he did nothing proceeded to carry on peeing so I've reported him to the council and they aren't doing anything about it he's also been reported to the police who still haven't done anything this was October it's now February I've been told by police I need proof but if I was to get a video or picture of him then I am at risk of going on the sex offenders register

Which department are you complaining to at the council OP? Just wondering whether reporting as an environmental health concern rather than antisocial behaviour might make a difference?

I doubt this would work. I don't think urine is dangerous from an environmental health point of view and surely it is just the same as dogs peeing in the garden.

How long has it been going on OP? Could you just try ignoring? Just really not even glancing at him, he'll soon get bored (while still going on at the council/police).

You need to fill the gaps in his fence. Peeing outside MIGHT break some sort of code, but being naked wouldn't. It's his garden.

Are you complaining to the housing provider, typically a housing association now. Also is there a fence which is more than waist high in which case are you looking over at him deliberately. Don’t think there is a law against weeing in your garden per se so it’s down to if he’s doing it to upset others

He’s not deliberately exposing himself to anyone not looking through his fence and it’s not sexual either.

How do you know it’s not sexual? Certain paraphilias involve urination where they can be seen by others

But if it is, he's not going to tell that to the police or the council is he?

He's obviously going to stick with 'I'm peeing in my own garden and not asking anyone to look through the gaps in the fence at me'.

Anti social task force. I'm a council tenant and if I started peeing in my garden they would have something to say about it - plus contact a local councillor as well. Sorry - if this man has a toilet in his house why does he need to pee in the garden?

As I said above - I'm a council tenant and it would not be tolerated by my landlord - it would be seen as anti social behaviour.

Surely you don't need to pee in a garden to deter foxes - there must be other ways if that's what you want to do. Id rather feed a fox than deter them but that's just me

No water meters in Scotland so I've never felt the need to pee in my own garden to save costs. The bigger issue is that people including young kids can see this mans genitals - and that's concerning in my view

That's possible. I'm not aware of those. But as standard, public nudity, legally on your own property, isn't an issue.

I’d simply attach some tarpaulin, or fine mesh green netting to the fence on your side.

My neighbour did this but it’s because it took him so long to get to the toilet (sciatica, which you wouldn’t necessarily know if you looked at him), could it be something like this? He always went behind his shed though, I only know because I spent a lot of time in his garden with him. It’s not illegal to be totally nude in your garden as long as his intention is not to be seen.

Yes, I think peeing outside is the crime here. Not the nudity. Although nudity on social housing land may well be against the rules too. I'm only aware of the situation on private property.

Don't waste your time.
Our ex (we were very happy to find out he died!) neighbour used to pee, wank, wash himself naked in the middle of his garden. We (+ neighbours next door) spent almost 3 years reporting every single day for Police and Council and we were told off by both. As long as he is in his garden, even completely naked, nothing what they can do.

I honestly don't know why people are trying to make excuses for this. We are talking about someone pissing in a garden and a female and their young child being exposed to it.

Why should she have to put up a fence - just use the fucking toilet like normal people do

For context - my neighbours reported me to the housing for feeding a crow in my garden and to the task force for taking a washing in late at night and both complaints were taken up so if I pissed in my garden there's no way they would tolerate it.
