I would think there must have been SS involvement all throughout. I think if Sara was subject to child protection at birth, normally all the other kids would be checked on by SS too at their birth. I might be wrong but that's my understanding.
GP also sent him to anger management classes but he didn't complete them.

We were maliciously referred several times and each time SS wanted to check medical records, they had history of previous referrals (all from SEN dept of council 🙄), so it's linked well. They wanted to confirm parental details, so presume he would have flagged as risk.
