Because the CF TOLD the op he would be there at 5 rather than ASKING if it would be convenient. When you are the CF, you don't get to dictate what time people will sort out problems you made by being a CF...! You ask nicely, enquiring when would suit the person you have inconvenienced.

I cannot believe the entitled CF thought he could still collect his illegally parked Car around 5ish when you clearly told him, you would be out.
