According to this link, the government is under no obligation to offer back pay to workers who are on furlough during the shutdown Angry:

After previous shutdowns, Congress has passed measures giving back pay to furloughed employees and essential employees who worked during the shutdown. That isn’t guaranteed this time, though.

Rep. Mark Meadows (R-N.C.) said federal employees knew when they took their jobs that a government shutdown was possible and that they’ll likely be paid.

“It’s actually part of what you do when you sign up for any public service position and it’s not lost on me, in terms of the potential hardship, but at the same time, they know that they would be required to work,” he said Thursday.

Democrats note that many workers live from paycheck to paycheck, so even if Congress provides back pay, some will suffer significant hardship. They have already begun lambasting Republicans over how the shutdown will affect workers.

In a tweet, Sen. Tim Kaine (D-Va.) said, ".@realDonaldTrump has no concept of the hard work our federal employees do every day to keep the country running. Forcing 800,000 of them to spend the holidays unsure about their next paycheck is cruel.”

Will they literally have no money coming?

No paychecks cozie. In prior furloughs (when I was working) there were banks that would 'advance' you money in the form of a loan (with low interest) and various creditors who would let you 'forego' your mortgage or card payments with no penalty (but interest accrued), but by and large most fed workers are up shit creek without a paddle.

I was lucky in that DH worked full time, we had a 'rainy day' fund, and parents who were able to help out if need be. Plus my agency was considered 'essential' and those of us who had to work during furlough were guaranteed pay, but only when the furlough was over. So any money we borrowed from family was guaranteed to be paid back.

Most furloughs I went through didn't last more than a week. Congress and the POTUSes back then were anxious to get the Govt back to work and we didn't have a POTUS using workers as hostages to his own vanity.

Love that description of Trump in the Intelligencer article as "an outlaw president"! The Atlantic on Mattis also very interesting, thank you. (I wish I could find similarly well-argued stuff on the chaos that is Brexit. I don't seem to be looking in the right places.)
