What on earth is this? (Found outside my house)

Yesterday came home to find a bit of folded-up paper wedged in a crack in the fence wall bit (pavement goes right past it). Opened it up to find 2x2p coins inside unrecognisable writing - see pic!
What is this?

Do you have a dog? A lot of people who steal dogs leave signs/notes to eachother to alert which houses to target. This seems way more complex than the usual symbols but still.

Or aliens.

It's not mirror writing. I'll try and attach a better pic in a minute.

The 2p pieces signify a telephone box circa 1970s. Mobile phones can be used to detonate devices. Could this be the unravelling of a very low tech terrorist cell? No because phone boxes don't take 2ps anymore even if you could find oneGrin.

I thought the two pence might be just to weight it down and stop it blowing away but they wouldn't stick it to the side with writing! I'm a bit dense Blush

How was it put in your fence? Sort of hidden or in plain view easy to see? Do you think it was left specially for you to find?

I used to work in a shop and a woman used to come in occasionally and leave little "gifts" of dried flowers/leaves and dead insects Confused some people are just odd and it doesn't mean anything to anyone else but them.
