As a retired 'bureaucrat' (35 years) I can assure you that the CIA audience was applauding and cheering. They had no choice. I remember many meetings and large conferences when the 'Mucky-mucks' were addressing us and we were told "You will be there, you will smile, you will applaud and look enthusiastic at the appropriate times. You will not offer your honest opinion if the Secretary/Commissioner/High Cockalorum asks for it".
99.99% of the time the person telling us to 'toe the line' felt the exact same way. It's not right, but when your job depends on it, needs must when the devil drives.
