If he were a private citizen he would have been named as a 'vexatious litigant' months (if not years) ago. Regulations on this vary from state to state, but restrictions and controls are put on 'listed' litigants.

He's like most 'critters', he has to mark his territory. If he could walk around literally pissing on things to say 'This is mine!!!' he would. In fact I wouldn't be surprised if he does.
