You can go to a Scottish uni technically from 16.5 if you go after S5 (=Y12) (although in practice, few do) and even if you do S6 (ie all the years possible at school) you might only turn 18 the following February if you hadn't been deferred when starting school, which is common, most of the way through 1st year at Uni, if you're at the youngest possible end of the year 
I can guarantee that this brain fart "idea" was gurgitated without any consultation with the their "branch" parties in the devolved nations, to ask if there were differences that they needed to be aware of.
