At one stage the general thought was that Xi Jinping had asked him to tone down the nuclear rhetoric. Either that just wasn't true or China has less influence than it thinks.

I agree, it's much more subtle these days. A few months ago, Ru propagandists were broadcasting maps of how Ru ICBMs would attack the UK and the US. China is the only actor with enough influence to force Putin to knock it off. Global instability is bad for exports, and Xi has enough on his plate worming out of his zero covid trap.

Cluster munitions would be highly effective against Ru troops in trenches and other concentrated positions. We recently started shipping a similar soft target missile for HIMARS (the M30A1 I think) that replaced the CM version.

It is good news about the senate blocking the bill, but it never would have passed had it come to a vote.
