Kudos to the smaller countries who did vote to suspend them, knowing that Russia holds grudges. Expect that quite a lot of abstentions happened because of worry about grudge-holding

If you're in Africa, you get much of your grain from Ukraine. It's already anticipated that supplies will be way down. Those countries might have the choice of getting food from Russia, or their population starving.

In that context, abstaining is really brave.
