Help with stupidly hard quiz

Each year my work does a stupidly hard quiz. There are many stages and we get a month to try and do it.

Anyone help me with this stage? there are 21 pictures of celebrities and I've managed to work out who they all are but now I'm stuck on working out the password to the next stage. Each picture has a coloured Roman numeral in it so I assume I have to use those to work out the answer...

Any ideas about the timestamps? Backstreet Boys has a 12 minute timestamp but the video is only 3:40 long on YouTube.

I think the second number might be the order? I think they go from 01-whatever with no number repeated.

Working off one song (Backstreet Boys) for ease...
I tried album positions for both the album it was released on and the Greatest hits but no luck. It was second and first, respectively, and when it was second, the song before it was only 3 minutes.
Chart positions, nothing jumps out.
Release dates - 12th April 1999.
A line in the lyrics - there's nothing at 12 seconds. Between 12 and 16 seconds, there's two words 'You are...'. However, that won't work for every song because some of the timestamps are like '03:01'.

And now I've just seen your updates. You guys are SMART! I think it's the first number that's the number of times the line is sung in the song?

All I Want is You is sung twice in the U2 song but the number is 1:07

So 09:13 = September 2013

Actually, it's more than twice and I think it might be 7 which matches the 2nd number.

FFS my manager thinks am available for a meeting now! How to explain am on an extended quizzing lunch break and you will solve it all without me if I disappear for 30 mins????

I'm pretty sure the second number is the order they should be arranged in (it goes up to 18 for the first and only 14 for the second — same as thenumber of songs there are).

The first number is the letter in the artists name. Then if you put them in an order, it's going to spell a word.
Just working it out now.

Okay, so 'Yearning...(6)' spells out...
'fieitnumberoneforu'.
I'm wondering if the (6) in the clue name at the top means start at letter 6 of the answer, which is 'Number One For U'?
Or maybe some of the artists are wrong.
This puzzle is SO multi-layered. I'm jealous of your quizmaster OP!

You're right. yearning is DESIRE (First number one for U)
