Help with stupidly hard quiz

Each year my work does a stupidly hard quiz. There are many stages and we get a month to try and do it.

Anyone help me with this stage? there are 21 pictures of celebrities and I've managed to work out who they all are but now I'm stuck on working out the password to the next stage. Each picture has a coloured Roman numeral in it so I assume I have to use those to work out the answer...

I've switched to laptop from phone so I can have multiple tabs open, but can't see the latest photos either. I'm way too invested in this! :D

There are 8 levels....so we're on the penultimate one!

It's a fault with MN itself that makes photos appear only on the app sometimes.

Eeek! I'm struggling to get them to rotate, let alone work out what they mean! lol

Well, they aren't anagrams, as there aren't enough vowels to form anything, so must be substitute cyphers.

I'll try posting the rest of the pics in a bit. But there are 26 diamonds, a-z so each must correspond with a letter

The bit at the top under codebreaker reads as follows:

Hmmmm, that bit at the top goes number - letter - number - letter in a repeating pattern...

and each letter is only used once (with no x)

don't bother googling it, nothing comes up

All letter of the alphabet (except x) are included in the top bit too - so that gives us a number for each letter. Now to work out what to do with that information....

If the number preceding the letter corresponds I've got it as

a = 3
b= 5
c= 1

I guess the number tells us to do something with the diamond maybe?
