Help with stupidly hard quiz

Each year my work does a stupidly hard quiz. There are many stages and we get a month to try and do it.

Anyone help me with this stage? there are 21 pictures of celebrities and I've managed to work out who they all are but now I'm stuck on working out the password to the next stage. Each picture has a coloured Roman numeral in it so I assume I have to use those to work out the answer...

although now I can see them here I can see the ones that I thought were missing.

I think that the woman with the gun might be Alicia Vikander as Lara Croft.
The dog is Jerry Lee from the movie K9.

I thought Lara Croft but the google images didn't look right.

The other meta is Dr Who companions - so Phoenix is River, Perri and Ace were both companions, Captain Jack, K-9. Companion is 9 letters.

Other companions included Dodo, Polly (parrot), Kameleon, Jo (I won’t go through them all - you get the idea!)

I doubt Young Guns or Moped are though
