Why are scottish politicians getting involved like this? What am I missing?

It is very common at all levels of government for motions to be raised congratulating this or condemning that – doesn’t have to be anything that the parliament concerned is actually responsible for.

I'm sure I saw a twitter thread on why this motion was breaking all sorts of rules, but I can't find it now.
