It's not really surprising that the King and Queen would mention them but good that they did. Camilla does a lot of work in this area, as does Sophie. I'm sure they were despairing at Andrew's mealy mouthed statement.

My reading is that Andrew has served formal notice to surrender the lease. I don’t think these words would be used if the royal estate was bringing the lease to an end.

I suspect it's taken a bit of extra time as the royal lawyers will have needed a few days to make sure this is absolutely water-tight. This is the 2nd recent statement from the King and Queen offering sympathy to the victims, the first was hardly reported by our 'delightful' media at all. They cynic in me finds this unsurprising.
Very glad this has happened.
