Sad cat alone

Up my lane is a house where a cat sits in the "garden" surrounded by rubbish, cat crates, litter. It's there every day, rain or shine. The "garden" is a shithole tbh.

Cat and I are friends. I've knocked on the house repeatedly, windows open etc - no reply.

Tonight the cat is coated in paint. I've picked him (?) up and carried him home. He's stuffing his face in the spare bedroom and my two resident cats are sniffing the door

Should I alert eg RSPA or g back to the house and remonstrate?

This cat is mangy, left out in the pissing rain, I swear it's been dumped.

do his grooming for him).

Thanks so much for caring and looking out for this beautiful cat 🐱. It breaks my heart how many animals don't have a home or get lost and are not microchipped etc and even more so when they are not cared for and neglected.

Also my cat I thought was very much a lone cat and didn't want a friend
I temporarily had to steal a deaf cat (don't ask) and they were mates within 2 days. Except for my cat screaming at him and me going "his ears don't work darling"

Did the vet say if she's had kittens @HMSSophia? I don't know why but it just popped into my head that someone might have kept her confined popping out kittens and that's why she doesn't have muscle tone.
