@Justonedayatatime11 - one of the huge problems in animal welfare is that, until too recently, not much was against the law because most people aren't cruel psychos or out for the £££. There was no need for laws against it cos people didn't do it.
That's why the Animal Welfare Act, which is basikerly the baseline standard for us all, was brought in - in 2006. And the cat and dog codes, too, later. Now puppy farming is being outlawed.
What you need to do - I can help with this but at the mo I have no brain cell and will have none for a week - is to look at the law - section 8, or 9, Animal Welfare Act 2006 and see where your wrong un's are breaking it. Google it, will be on defra.
Match the bad behaviour to the bit in the Act that says it's wrong. Sounds obvious, it isn't. Finally, you will have made a case for presenting to the people who have to investigate ie local authorities and possibly charities.
I am used to reading laws and turning them into English so it's water off a duck's back for me, post away.
In the meantime I must carry on with the sodding charity. We were flooded today, lovely.
