I think Howie (the kids clown entertainer) did try spill to cops but he had no evidence and so late so not much they could do.

So why have they arrested Phil then ? I thought it was on the back of Howie's evidence ?

Phil doesn’t know what evidence the police have so far.

My understanding is that Phil showed D a video on a burner phone of Vincent and then a shot being fired (without actually showing who did it). This didn't really show Vincent being murdered/killed as such.

He used this to scare D into getting Kim to shut up about Vincent being murdered. He had hid this phone in the Arches and Jack told the police where to find it. That's the extent of their evidence. Phil isn't even in the video ffs.

Although, Phil did threaten Howie and also kidnap Raymond (despite being his biological father, he doesn't have parental rights I don't think).
