in Germany getting tickets varies from club to club. Mine, for eg, have a 54,024 capacity. 30k are season tickets, 4-5k go to away fans (typically here they get 5-10ish % of capacity allocated to the away "end" "corner" wherever) then about 4k are VIP/sponsor tickets. That leaves 11k for the open market.
Season ticket holders get first dibs, then members, then the general public. Depending on who they are playing - the allocation of 11k-ish tickets might not even make it as far as being sold to members. Other times it is easy to get tickets (so no chance against Bayern, Dortmund, Cologne, Werder) very easy against Hoffenheim and Heidenheim. AFAIK all clubs operate ticket sales this way.
In england with an afternoon free in Wolverhampton - my DH couldn't go up and buy a ticket for Wolves because no account, no points, and it had to be online anyway. And they had a stadium that was around 3/4 full. It makes no sense. That is not being run like a business, surely?
