How big is your garden? Could you not rejig your shed / get a new one specifically to keep the rats in? Put lino on the floor so you could just muck them out like ponies and add hangydowny things for them to play on, like a rat themepark? Fix up some kind of greenhouse heating arrangement maybe? And keep them out there all year round.
