I think the numbers voting in a constituency are highly influenced by the presence an active network of remain campaigners. It's not surprise that the highest number of signers is in France (very active network of British remainers coordinated by RIFT) and in Bristol (where the remain network is large and active enough to rent an entire train).

This suggests that there is some low hanging fruit to be plucked by people who live in remain constituencies where the numbers voting are not yet very high - a local leafleting campaign could be very effective for eg.

I assume you meant 'non U.K. citizens' - the vast majority of signers in all constituencies will be EU citizens who want to stay EU citizens.

Even if ALL EU residents had signed the petition, there aren't 5.5 million of them, so you'd still have at least 2m signatures from natives. How ridiculous to dismiss the petition on that basis. In the same way, why don't we dismiss the ref result because Commonwealth citizens were allowed to vote? They may have had a vested interest in stopping FOM, right?
It would be just as ridiculous.

There are reasons to think that the signing rate might be lower among EU citizens resident in the U.K. than among Britons (because some don't speak English, some won't follow UK politics, may not realise that you can sign without being British) - but I wouldn't make any specific claim about that because we don't have any evidence for it.

There is a rash of posters gaslighting on petition and march threads today, because they know the numbers are huge, they know that the leave cause cannot turn out anything like the same support for its petitions and marched, and they're in a bit of a flap about it.
