The military told AFP that troops "used riot dispersal means and fired live rounds in the air to disperse" a "gathering" in the Beita area.
"Shortly after, a report was received regarding a foreign national who was accidentally injured by the riot dispersal means and was evacuated to the hospital," the military statement said.
The thing is though that this explanation does not quite make sense in that the foreigner had already been dispersed when he was shot: he was in the act of running away.
Maybe the policy is just to shoot live amunition in the hope of shooting Palestinians with the excuse you are dispersing a rioting crowd.
Also, was this a “riot” or was it a protest? I don’t know, but am asking if anyone else knows.
