The ruling of the court is retrospective -the mill of justice grinds slowly. I mean the Eu and UK should put economic sanctions in place against Israel on the basis that they are carrying out crimes against humanity and war crimes, completely separately to the ICJ.
Israel has operated and intends to operate in contravention to many articles of the Rome statute
For example
- murder and wilful killing on a massive scale
-destruction of property that was not militarily necessary,
-excessive incidental death injury or damage,
-attacking personnel or objects involved in a humanitarian mission,
-killing or wounding a person hors de combat,
-attacking protected objects,
-forced transfer,
- treacherously killing or wounding by telling people a place is safe and then attacking which is considered a separate war crime to just killing
- starvation
The world should not just look on.
Stop buying their stuff!
