In fact many women feel incredibly uncomfortable at the thought of a man looking at their breasts or bums because men do do that!
I would argue that's still dressing for the male gaze, as it's still focussing on what men may or may not be thinking/seeing/judging.
And I certainly wouldn't suggest that no women ever dresses to attract male attention, I remember doing so myself on occasion! But even when young, free and single, the vast majority of my outfit choices did not include any concern about men's gazes, opinions, or behaviours. Even when I was wearing short skirts, hotpants or boob tubes.
Indeed, I tended to wear rather more clothes on dates when I was actually concerned with a male opinion... Left to my own devices, I wear what I like, which is sometimes short, sometimes long, sometimes baggy, sometimes skin-tight, sometimes skimpy and sometimes voluminous. I don't care at all whether anyone, male or female, stares at my body, has naughty thoughts about my body, or runs home to masturbate over their memory of my body. I'd obviously definitely prefer they did not tell me about it, but there's really nothing at all I can do about it, so why worry. There's plenty of porn involving nuns or burkhas, and in a society where seeing breasts, legs and bums is completely normal, it has been argued that covering yourself and leaving more to the imagination leads to just that - more imagining. (Hence the wearing less skimpy clothes on dates...)
Though it may not sound like it, I really don't judge on what other people wear - I'm protesting the idea that women would only wear hotpants because they're fixated on men, not suggesting that if women aren't wearing hotpants it must be because they're fixated on men! This is why I think you should never dress for anyone else - someone's always going to be disappointed...
