There is a big kink community, and not just online. They gather for things called "munches," which are socials with food to mingle and check each other out. Then there are the sex parties, so I hear. Then there's the website fetlife and probably others. The community has established rules around dom/sub relationships. It's definitely a community. I'm not involved in it but I'm close to someone who is.

Tickling is associated with laughter, and a football stadium is a funny and ridiculous place for someone to be offering to do such a thing. But harassing minors which you didn't include in your original post is more sinister and predatory, and it's not part of the kink community whose very existence you deny.
