If your neighbour went out in the car at this time would you think anything of it? Just for reference it's a close and most people have security lights and/or cameras

I wouldn't even know if my neighbours went out at night. It's dark and my curtains are closed.

This is a strange post. Why would going out now be an odd thing to do?

I don't think I'd even notice - coming in loudly at 4am I might be a bit peeved, but going out at 9pm is perfectly normal.
Why do you think you should be able to impose some kind of curfew on your neighbours?
