Do you know their names? Do you have a local Facebook group they may have joined? They might have friends on a local FB group too. How well did you know the old neighbours? Are you able to contact them? Did they need any planning permission for the work they're having done? In our area you can go on to the local council planning portal and get people's names that way. You just put in the address and it returns all the planning permission requests and details.

A photo being taken from a phone held as far as possible in the tunnel would be useful. Give an idea of how long the tunnel is (it can't be that long?) and what the flap looks like.

I would hope that the new neighbours would understand as as you intend to payand fix the issue before you chase damage you aren’t leaving damage or intending it so less likely to be accused of criminal damages as you aren’t intending to cause lasting damage?

Please just break a window and let him out. I would not hesitate to do that- his life and his suffering is worth more than a window. If the neighbours are not understanding, that is sad. As long as you pay for the repair and the cleanup inside, I think they would just be concerned for him and glad you let him out.
