A photo being taken from a phone held as far as possible in the tunnel would be useful. Give an idea of how long the tunnel is (it can't be that long?) and what the flap looks like.

Drain rods is a good idea! If you can jab with enough force and the bend isn’t too tight.
I suppose you’ve already knocked all the neighbours (sides, opposite and end of garden) to check they don’t have a spare key for the previous owner?
Do they have any UPVC doors with glass or UPVC panels? These can be taken out reasonably easily by taking out the trim with a chisel (I did it to fit a cat flap so you don’t necessarily need a professional). In terms of damage, taking out a door or window panel and refitting it would be a better option than changing the locks. But I think an emergency locksmith would be a better idea if you don’t have tools and don’t want to wait another day

Unscrew the cat flap from the outside. It's clear that this is easy to do from your photo of the cat flap.

Patiently awaiting the update.

I would have thought unscrewing the cat flap would make sense. Even if op had to break the catflap. She could pay for it to be replaced properly better than smacking a window

It might sound mad, I know you said the police won't help, but have you tried the fire brigade's non-emergency number? They've help us rescue a cat from a building roof before?

I’m wondering if it’s a safety thing so people don’t break in (ironically).

A burglar can’t get in through a cat flap. I have a cat flap tunnel in the wall, it’s a straight tube. The wall is only slightly thicker than two bricks, how much of a bend can there be?

The photo is in the first page of the first thread, if signed in -if not it's page 3/4. It's clear that it can be removed by unscrewing the entry flap, which would have been my first job. I've tried to copy and paste the photo but cannot.

Perhaps @Catsos can repost the picture for this thread. Should have already done this for the second thread.

The photo does not show the bend in the tunnel.

Genuinely thank you so much to everyone who left messages of suggestions and support on my last post. I had to leave him in the house overnight as it was so dark I couldn’t do anything more.
He is still here, pretty sure he knows I am trying to rescue him.
He hasn’t touched the crab sticks I left but I am not 100% certain he can get into the room. I am determined to get him out today as it will be 48 hours of him inside :(

I think there are two cat flaps, one at either end of the tunnel as the OP said they can see inside the house and there is a catflap on the inside too (not the same flap as outside)

Thanks for the new thread OP. Apart from my suggestions about a locksmith and a hula hoop, I’m at a loss but will continue to give it some thought.
The fire brigade or reporting a gas leak, as PP have mentioned, might be worth pursuing.
If you’re not keen on those options, is it possible to lift the catch of the window you used? Assuming you manage this, is there a larger window below it which could be opened to release him?
Fingers crossed that the new owners appear today.
I hope you managed to get some sleep and that you’re reunited today.

I agree that the cat flap is probably the best line of attack. Take the outside flap off, put your hand in with your phone and take a video using the torch to work out what you're up against, and then get whatever tools are necessary to break it open round the bend.

Much easier to fix and secure a cat flap than breaking a double glazed window.

If you explained to the locksmith that you just need your cat, they may be prepared to "break in", get the cat and then lock it again for you, without you entering the house yourself. It is worth asking.

Does the window he is at have a top opening small window?
UPVC doors are very easy to open, call a locksmith, leave a note, secure door/window. No need for police, EA etc.
