neighbour from hell

i moved in October to maisonette with my 6yo .

below us lives woman with 10 dogs . these dogs are never walked and always inside her 2 bedroom house .

obviously barking is constant. day and night . our life is hell . sleep deprivation is form of torture and it's not fair on dogs to always sit indoors too.

i reported this to RSPCA , council , landlords however nothing is done .

is my only option to move now ? is it animal cruelty to keep 10 dogs inside and never walk them ?

can anyone give me advice i'm desperate now , my child is disabled and she can't sleep at night begging me to stop barking .

smell is unbearable too , it comes up to our house from downstairs

any advice would be greatly appreciated

Hi OP, if you've already made a complaint to Clarion, you can now contact the Housing Ombudsman
https://www.housing-ombudsman.org.uk/residents/

They do deal with complaints about tenant and
Anti-social behaviour, Noise nuisance etc so might be worth checking out
Clarion are also a member of this scheme so might get things moving for you

Call the police for a welfare check...you heard a funny noised and the dogs are acting strangely, the police should maybe force entry and check on your neighbour...

no , police doesn't force entry and tries to say anything animal related is RSPCA

when i called police to do welfare check they came after 2 days and woman was already home ...

it blows my mind that no one cares but at least i tried everything

( except for contacting local MP and dog warden and to forget to close bath taps lmao Grin)
i tried all advice given and still nothing is done

i actually don't know as some of dogs are puppies so might be !

she told me that dogs are all she has left as she had a very sad life, that's why she has so many

She needs a licence if breeding more than 3 litters a year. If she is breeding dogs and selling them on the tax folk might be interested

Please talk to your local councillor if you haven't already. Their job is to represent you and it sounds like you need them to get on and do that. What you describe sounds cruel to the dogs and inconsiderate (at best) to everyone else. Everyone will do their best to pass it on until they're forced to pick it up.

As an aside... I used to be a councillor some years ago. I had a very distressed lady come to see me. She lived in a tower block. For ten months she'd been trying to tell her housing office that there was a HORSE in the flat above her. Nobody believed her. Clearly everyone thought she was mad and they'd gone as far as telling her to visit her GP to discuss her mental health. I went to visit and I could definitely hear hooves and neighs. I was initially ignored (because the housing officers thought she was mad) finally I insisted (by turning up in her office and refusing to leave until she agreed!) that the director of housing went on a joint visit with me... guess what ... a horse living on 8th floor in the middle of the city!! The point is your local councillor needs to help you resolve this

If you have the head space, make a complaint to Clarion about their failure to follow their own complaint process and ‘keep you in the loop’. Your MP is well placed to support you with this. Lack of sleep is horrendous and makes you wonder if you’re thinking clearly- especially when no one seems to be reacting to this horrible situation!

I wouldn't do the Ombudsman, they're useless.

Have a look at the Community Trigger, it should be on your local authority website. Basically if you can prove you have made 3 separate complaints in total to ANY agency about ASB the community Trigger has to pick it up.

The CT will bring the council, EH, Clarion and even the police round a table to explain and justify their actions.

HAs and the local authority don't like them as they have to be reported on how many they are involved in.

Check out the govt website for the ASB crime and policing act 2014, its all on there. But also, legally HAs have far less legal recourse and powers to deal with noise nuisance than the councll/EH do as HAs don't have devolved powers so can't do community protection orders, noise abatement notices etc which is why its vital you get EH on board and do what they say.

I am involved in animal rescue and have been involved in several situations similar to yours, all with successful outcomes for the animals and people that are suffering too.

Animal hoarding disorder…. OR she’s just an utter piece of shit - I’m pretty sure stealing someone’s pension doesn’t come under any disorder 😄 just scum.

We have an animal hoarder neighbour. She's a nightmare. 15 cats, 6 dogs in a 2 bed house. Claims to run an informal 'cat rescue'. You can smell the house from outside, flies crawling out of the letterbox. Dogs never exercised, yelled at, sworn at, grabbed roughly by the collar. Landlord doesn't care, claims tenant 'loves' animals. We've had to ring-fence our gardens to stop animals crapping all over them and in retaliation neighbour now claims to anyone who will listen that we maim and kill her animals. She has a high turnover of pets dying, but suspect this is mostly due to conditions inside the house. Environmental health ad rspca seem powerless and can't force entry to do welfare check. Don't want to get legal, despite false slander, as it will be a recorded dispute if we want to sell. I wish the government had stricter laws on pet ownership and animal rescues. You shouldn't be allowed to run one without proper facilities space in my opinion.
