neighbour from hell

i moved in October to maisonette with my 6yo .

below us lives woman with 10 dogs . these dogs are never walked and always inside her 2 bedroom house .

obviously barking is constant. day and night . our life is hell . sleep deprivation is form of torture and it's not fair on dogs to always sit indoors too.

i reported this to RSPCA , council , landlords however nothing is done .

is my only option to move now ? is it animal cruelty to keep 10 dogs inside and never walk them ?

can anyone give me advice i'm desperate now , my child is disabled and she can't sleep at night begging me to stop barking .

smell is unbearable too , it comes up to our house from downstairs

any advice would be greatly appreciated

Who owns the property?

If it’s a council or HA then you need to go through the official complaints process.

housing association, i am complaining to them a lot ...

Can you try white noise and ear plugs temporarily although I appreciate dog barking will just cut through. Is there a room that’s quieter even if it’s the kitchen with an airbed?

Is there anything you can do to sound proof, or would your child wear ear plugs or defenders to sleep? Obvioulsy that's no good long term but I'm wonder if it might help short term?

Long term I think you need to keep down the path you one with keeping up with the council, police and RSPCA, and add enviromental health and the dog warden to the people to badger! Are there any other neighbours you could get on side? Does this neighbour have any routine you've noticed? If she's avoiding opening the door to the RSPCA could they arrange to be there just before she has to leave for work or something?

so she doesn't work , she is at home all the time , but occasionally leaves dogs alone to go somewhere for few days .

i think i'm done with fighting this situation, i need to escape

my little one has sensitive ears , she won't let me put plugs in

and yes , other neighbours suffer too , but not as bad as us as we live directly above her . it's basically a dogs pound

hell .

Contact your local Councillor and your child's social worker explain the negative impact its having on your and your childs health both mentally and physically
Ring the police again and tell them you have done this and why Say you have rung them x amount of times and nothing has been done
Stress how distressed the dogs sound and if nothing is done now you will be complain to someone higher and keeping a record that you are willing to share on social media
Tell the RSPCA the same but they are a charity so can probably hide behind that
Fight fire with fire
What a horrible existence for your family and those dogs because of one person

Perhaps,if the smell is very bad,you could complain to the council on a health and safety basis and they could attend in a joint visit with the RSPCA and police ? That's a path I would take in your situation.

it is abuse if my little one crying and can't sleep .

before i moved in this property i lived in women's refuge escaping DV , i was so happy to move in my own house but now i miss refuge , was so quiet and nice there :(

yes i did this and what they are doing is writing her letters

environmental protection order . however she just ignores these letters .

before dogs she kept lots of birds in her shed .

she is well known to RSPCA .

and she is abusive she was stealing pension of elderly lady and assaulted her .

now she is waiting for trial .

ti be honest i'm scared of her , best to move x

It sounds as if she was made to get rid of the birds and she escalated to dogs, what will she escalate to if she's made to get rid of the dogs 😱
I would just move, she sounds unstable and extremely problematic.

Meant to say if your neighbours want complain too ask them to do it individually not as a joint complaint
Otherwise it will only be counted as one complaint rather than several from what I can remember

i will talk to them, they are elderly couple and expressed their sympathy to us.
they said if they can hear barking all the time must be much worse for us living above dogs pound

i will speak to them today and ask if they can put complaint as well

they said they been complaining before we moved in and nothing was done so they gave up

Ah sorry @MissJD
If you put white noise into YouTube it’ll come up with like sound tracks for babies that’s heart beats, or the sound of a hoover or ocean waves. Basically something continuous and the same that your brain will focus on and zone out do you hear the dogs barking less. But they are so loud and intermittent that moving might be your only chance.

Poor dogs... can the rspca not do more if they suspect neglect and I assume ten dogs in a small space not being walks is neglect?

Contact your local paper - it's a terrible situation and the council needs to do something.

If you are nice, you could let them know you are contacting the media first to give them a bit of a warning. Say that it's breaking your heart (it is) and that no one is listening and you are desperate.

I'd second going to your MP. The council can make her leave for noise nuisance and they're not doing so. Write down everything that's happened, what dates you reported and to whom, then contact your MP.

it beggers belief that the rspca cannot/will not do anything to help those poor dogs. 10 dogs in a house being left on their own for days at a time, not being walked etc. imagine the state of that flat after three days when theyve all been toilet over and over, trod in it, jumped on furniture etc. the stench 🤢

i really hope you get moved to a lovely area for you and your daughter 😞🤞

will do ! and if that won't help then we are leaving .

there were shed with 20 birds , now there are 10 dogs , guess if RSPCA take her dogs she will upgrade to snakes or crocodiles Hmm

yes no one cares , and my life revolves around constant complaints, recording barking and dogs crying, calling landlords and that's very sad miserable life .

i cant study , sleepless nights , migraines , etc etc

but enough of complaining. i will just do a house swap . i have large garden and my maisonette is quite big so maybe i can downgrade to smaller home without garden , just to get away from this hell xx

I would be worried about the state of someone’s mental health to be living like that (and with the abuse to the old neighbour). Obviously not everyone with mental illnesses live like that before anyone jumps on me but it doesn’t sound like it’s very healthy.
Maybe try the police again but from a concern about her mental health?

Sounds horrible and you have my sympathy. I worked next to some kennels for 12 months and that was quite enough! You could have a look at thi in orde to escalate your complant ro the HA

I think partly they are overwhelmed with unwanted dogs, partly these types of people are extremely problematic, their anti social behaviour causes massive problems for everyone in their vicinity. Anyone who tries to deal with them quickly gets tied up in knots and tries to wash their hands with of them as soon as possible.

if she suffers from mental health issues to the point she can't take dogs out for a walk she shouldn't have animals .

she is a crack addict .

my daughter is autistic so she was jumping on the floor other day shouting "DOGS STOPP BARKINGGG!!!" and the woman started banging with some metal bar on the ceiling shouting she is gna break my little ones legs

when i reported it they asked if i have recording of it ? like should i record 24/7? no i didn't have recording .

and they all know about what she did to old lady and still let her live here .

i'm so done with all of that nuisance , i will put my house for a swap .
